When we have so many corrupt politicians in DC what more can we expect? The solution to stimulate the Economy, create JOBS is EASY. Bypass the useless Banks and pay small business directly from the pre-existing stimulus.(Only 192 Billion) to 2.4 million small businesses (Avg $80 K), with cap at $400K. Based on 3 year AVG of yearly sales receipts from each business, Gov pays 40% payout to each SB. IRS already has records, so no major expense to implement the process. The real key would be issuance of a 30 day purchase window Gov. PAYBACK Card, so funds must be used in 30 days for Hiring NEW employees, debt payoffs, Inventory, etc.
