The phrase actually began when I was performing in theatre. I began directing and choreographing and worked with a lighting designer who doubted my knowledge of lighting a show until my "notes" to her proved otherwise. I coined the phrase "bi-techual" as a way of meaning a performer who also possessed technical knowledge (capabilities) and so it just sort of stuck. In this case I guess it means a person who also has limited computer technical knowledge. A bi-techual!
