House Bill 1011 - Democracy in Education Act 2011 - is a bill that is designed to give Baltimore City voters the power to elect 2 members to a 9-member Baltimore City School Board. Currently, members of the Baltimore City School Board are appointed to their posts by the Governor of Maryland and the Mayor of Baltimore. Voters have no say in the School Board makeup. House Bill 1011 is an attempt to change that.

On Friday, March 25, 2011, the Baltimore City House Delegation in Annapolis met to decide corporately whether or not they would support the bill. While 10 of the 18 members initially sponsored the bill, the legislation still received an unfavorable vote from the delegation with a vote of 7 to 5.
