My husky will do that too... It's not an attack thing. They are just super excited to see the other dog...and when they are on the leash they get crazy sounding because they cant go meet them. At the same time they feel a little defensive, because if the other dog attacks them they have no way to defend themselves tied up short like that. Usually once they sniff the other dog it stops and then they play. Watch videos of sled dog races they also sound like that when they are excited to run.
