Compareing games isn't all about the gameplay and costumization it's really about codeing,GUIs and the way it can detect and get rid of bugs and Saints Row the third was horrible at that Saints Row 2 wasn't bad but Saints Row the Third probally took way shorter to make then Saints Row 2 because of Saints Row the Third's cartoonic and not well detailed graphic and very few realisms not only that Saints Row the third had the pretty much the same story line you go from scrub to not scrub so yeah.

Why don't you compare GTA5(when it comes out) and saints row(the first one) then we'll see if you really are as unbiased as you say you are
