Watch the History Channel doc on HAARP and weather manipulation. It's called That's Impossible: Weather Warfare. It explains very clearly how ELFs beamed into the ionosphere are reflected back down onto the earth, penetrating the earth's surface and can be directed to specific locations. It also actually demonstrates how ELFs can cause earthquakes. HAARP is NOT the only facility of it's kind on the planet. There are at least 5 facilities around the world, and they're not all run by the U.S.
