Last Friday in the U.S. House Committee on Homeland Security, Congressman Charlie Dent (R-Pennsylvania) attempted to remove "Inherently Safer Technologies" from the markup of H.R. 2868, The Chemical Facility Anti-Terrorism Act of 2009. Dent explains that IST is a concept, a process, and is not a specific technology that is known to provide guaranteed improvements.
