Also, if you're REAL undercover you don't go anywhere that could out you because YOUR life would be in danger. You DON'T go to Langley, FBI field offices, The Pentagon and a ton of other places. You have another job you go to when your in the states, daily, if you leave the house.
Also, I'd be willing to bet Plame's "covert" status on overseas missions amounted to, "Just don't tell anyone that you're working for the CIA." That's it.

Plame was NEVER a 'covert' agent. And Tim Russert outed her first, not Scooter. Even Andrea Mitchell Greenspan admitted they all knew.
