Under Executive Order 10730, Eisenhower placed the AR National Guard under Federal control & sent Army troops to escort 9 black students into Little Rock Central HS. The integration did not occur without violence. Eisenhower & Gov Faubus engaged in tense arguments."

Nobody complained about his control over the military when he got Bin Laden. Oh for crying out loud, the National Health Service Corps was created in 1970 in response to a health care crisis as rural physicians retired or moved. These people are health care workers, not soldiers. The reserve corps is being developed to serve in times of emergency. As of 2004 there were 3943 members of the NHSC. The program is being expanded by the Obama administration. The reserve corps are health care workers who report to the Surgeon General.
