I bought them off ebay. you can get them for great prices there. New from mouser they are about $130

Make sure your electrode surfaces are sand-blasted or acid etched (grainy) to maximize surface area and so the bubbles tend to glide off faster (laminar flow) to get out of the way from forming new bubbles.

What is your plate voltage? If it is 240V you are wasting wattage I believe. Electrolysis is maximized by current not voltage. You need a low voltage and high current, not vice versa.

The voltage on this cell is 2.2v per plate gap. You are right low voltage and higher amperage.
