I wouldn't say comb over. That's when your balding on top so you comb the hair on the side up over the top to the other side in an attempt to cover up the bald spots. Nothing at all like a side part (which isn't actually on the side of your head but on the left or right side of the top of your head).

The guy in the video clearly wasn't balding on top/at all.
