Firing phasers at warp is one of THE Star Trek technical questions. I think they can be fired within the warp field. But as you said, when fired outside the warp field of the ship, you would simply be hit by your own phaser beam. Phasers are nothing more than bundled light, so they can't be fired faster than light(outside the warp field of a ship)
What baffles me more is that the Kazon ships can manouvre around Voyager at warp, like the Suliban cell-ships around the NX-01 Enterprise.

I noticed that too, however I only saw them fire forward once. Firing to the sides and to the rear doesn't seem to be too much of an issue, but if you fire forward at warp you'll run into your own beam.
