My oppinion, if the villagers left their village to another city in Bali (Denpasar, Kuta, atc) they can get more water, and their villages can be reconstructed, the government planted by trees for a new forest on the drylands. So water can be absorbed by the forest, and no more drought in Bali. Another benefits, forest save our earth from global warming and can also used as tourism attraction isn't it? Not only hotels and golf can attracted touists. What do you think? PEACE.

Some of the profits from the hotels should be funneled to create water supplies for the people living there. If not! I suggest all tourists go to Thailand! They have more common sense in Thailand, and are more concerned with their own people over profits!
