Strange Police Escort

I was driving and noticed this odd escort speeding through town.. I managed to catch most of it on my phone. There were ten police vehicles (local, state and unmarked) escorting two charter buses. Seemed pretty weird to me. I was wondering what the point of this possible exercise would be?

that charter company transports returning soldiers from the airport to the base for the welcome home ceremony. if all the branches of law enforcement were present, then it was a soldier escort home! probably some military police cruisers from their base too.
