These things are viral, but there should be an understanding that the joke or quote will be used in the future...The artists must have an understanding or common agreement that jokes can be used by other artists when the joke has been retired by the original artist, which is usually fairly quick. Or just a simple consent basis.
Stealing jokes in such close proximity as Mencia has, just shows a disregard for others and is very disrespectful. Reuse but dont outright abuse

If I remember correctly didn't ari do that joke first on the same show that had mencia in it? I'm pretty sure thats what the situation was and then mencia shortly after used that joke.

The difference between Carlos and the other two is that Ari opened for Carlos, and did that joke. So clearly Carlos heard it, and knew he shouldn't repeat it... but he said it anyways.
