    The Iralalaru Hydropower project is the only project in Timor-leste where a fully Feasibility Study has been carried out to interntional standards. All documents have now (at last!) been approved by the authorities in Timor-Leste. With an information and hearing process according to the Timor-Leste procedures, and normal speed for taking descisions from the Government, it should be possible to start construction work in 2009.

    The process up to now has been slow, with an extremely late governmental process.

    Iralalaru will supply clean, renewable and durable electricity to Timor-Leste for ever, and is the best investment today within the electricity sector in Timor-Leste. We hope also the decision makers will discover this soon!

    The project is planned with minimum impact on the environment, and the lake and the river will not be affected by the project. Only the lower part of the river will be affected by a small intake pond, to submerge the tunnel. Most of the project is underground, and roads will not be constructed.

    This is the first and up to now the only feasibility study with international standards that are carried out in Timor-Leste. Nothing is hided in this process. The Norwegian Consultants have carried out the technical and economical studies, while independent consultants from Australia and New Zealand have carried out the Environment Impact Assessment studies, and reported independently.

    Substations in Lospalos, Baucau, Manatutu and Dili will also secure electricity to the districts. Iralalaru will therefore not only supply Dili with electricity, but also all the eastern part of Timor-leste through local 20 kv grid. For this project, and the transmission line Dili-Lospalos, full feasibility studies with international standard have been carried out in full transparency.

    The EIA for the Iralalaru Hydropower Project have to be approved by the environmental authorities in Timor-Leste. This is under process now. Thereafter, several information and hearing meetings will be arranged in Dili and Lospalos and in the villages to inform about the project. Several information meetings in the districts are already carried out, and the villages have participated all along the process.

  • I have visited the site and read all the reports. The government should be sued if the EIA process (2008) does not turn out to be transparent and the concerns of local people, who believe the lake to be sacred, NGOs, and geologists are unheeded.There is substantial disagreement about the viability.The Draft Rural Energy Strategy(2008)says they will only build if the EIA is OK.

    If they do build, locals are unlikely to get electricity - most of it is destined for Dili and the north coast towns.
