they do something similar during marine security guard training. the purpose is to teach students how to fight through a pepper spray attack.

That's exactly the reason. This was part of a course called "Ship's Reaction Force-Basic" It replaced what used to be called "Armed Sentry Course". This was a very small part of it. We also shot guns, learned some very basic hand-to-hand fighting and a lot of entry control point procedures.
