Florida should come up with its own rules, not enforce them at the expense of the rest of the country.  The taxpayers should not be bled further just so Sen. Bill Nelson and Company can get a big campaign check from HSUS, and an even bigger payoff, to the tune of 1.8 billion dollars, from the Federal Government.  That, by the way, is the amount that State of Florida will be paid by the Feds to fix the problem (that is, make Bill Nelson shut up) by adding pythons to the injurious wildlife list.

Thus S373 is nothing short of a legal contract for a bribe.  S373 is about getting hold of more tax payers money by a hungry bureaucratic establishment.
