Making your own stuff is the main thing. But stealing combined with a different approach and own compositions is also allowed. As long as the end result is special and satisfyingly different.
Yet sadly in Dance and rap-music a lot of sounds were just flatly copied. Like the song 'Every breath you take' (original `The Police') and a very dull exercise by P.Daddy who did not succeed to do something special with it. Now that's a ripp off.

This song is not resembling in any way the track of REM. Only the guitar notes that are just very common gospel chords. If anyone was ripping off the work of others its the Spacemen3.
Just compare their stuff with garagebands of the 60ies. Look I dont mind I still it is great music.
Cause its still more than just copying this band does something with the found noises of the past.

i doubt r.e.m ripped em off. its just really simple arpeggiated guitar lines over basic chords, its just the same pattern and few similar chords. both serves good purpose in their own right
