This cop is as dumb as the kid she was holding. WTF was she doing? Did she even have a plan before she started all this crap?? Did she literally stand there with her arm on his shoulder for 10 minutes not doing ANYTHING? Was she arresting him? Was she radio-ing for backup? She looks confused, scared, and dumb as hell, lmfao.
