It's built on the one slice of the downtown lakefront that had never been converted into a park. It was part of the old Illinois Central rail yard. Even after they yard was mostly abandoned it remained a hole in the otherwise seamless downtown lakefront. Mayor Richard M. Daley's dentist office overlooked the property and whenever he got his teeth cleaned he'd look out the window just as Montgomery Ward had done, and think about filling that cavity.
