    On a side note: These national emergencies over the past few years are costing American taxpayers billions of dollars. Also it seems like every problem is a national problem anymore. The feds come runnin with loads of cash and ideas. They do it to make Americans feel all warm and fuzzy inside, then they let some building company come back in and build a cheap shit house that might or might not last 50 years. Wheres the community/city/state?
