he could not soulnm the speical summon on the monster cause it san effect an sj does not stop effects, he oul soulnm the normal summon thought if thats what he did.

I think that if gale halves a monsters attack, any card that would add attack on to that monster would apply over the half. So in the case of what happened with Hand and Gale, Hand would have been at 1600. 1600-1/2=800+800=1600
