No, the common cathode of the dual colour/3 leg LED is connected to negative. The other legs are connected to the positive outputs for the red and green respectively. The common must be included for the LED to function.
It is like connecting 2 LEDs together and sharing a common negative (cathode) to simplify wiring.

Any type of dual colour LED is suitable, either common cathode or the polarity reversible ones. The electronic circuit that controls the lights is one factor determining which LED to use. If you have a circuit suitable for one type of LED and have the other on-hand, it is not too hard to modify the circuit to suit.
