@XxXCOLIOXxX Of course they are connected. The Torchwood Institute was founded after a run in between The Doctor and Queen Victoria in the Episode "Tooth and Claw". Moreover, "Torchwood" is an anagram of "Doctor Who". And yes, Jack first appeared in the Doctor Who episode "The Empty Child"

If you really want me to spoil it:
Jack and Mr Dekker are brought to a military base to find a way to defeat the 456, there Jack meets Alice and Steven who have been bunkered down for some time by a redeemed Johnson.
Johnson believes the way to defeat the 456 is the wave-lengths they use but Dekker comments that they need a child, Jack is against using Steven but for the sake of the world has to sacrifice him as the children of the world send a signal that kills the 456 Ambassador.
