Miami Beach a littered disaster again in 2010

Miami Beach needs to address this "worst beach litter problem in the nation" at the source! Enforce the laws that already exist, and get rid of the unwanted element that is creating the problem. It's real simple...so do it City of Miami Beach before it's too late.
Oh, and PS. commissioners: We voted you in to make changes, not pick up trash!
