The West Australian Corruption and Crime Commission (CCC), in a report tabled in state parliament, said the incident highlighted police officers' wrongful use of the Taser stun gun.

It also said the weapon was being used disproportionately against Aboriginal people.

The CCC said Tasers were increasingly used to impose compliance by alleged offenders rather than as an alternative to firearms to reduce injury, as originally intended.

@able - your dead wrong. Now I dont agree with the use of this particular tazer but the tazer does not replace a gun. That is the most ridiculous thing anyone has said yet. I mean would u bring a tazer to a gun fight? Idiot. The tazer was designed as a "less than lethal" compliance mechinism. It can be used when an officer is facing an aggresive non compliant and/or violent suspect. It was used incorrectly here, they should have went hands on and used other pain compliance methods or just talke

Your statement directly contradicts the statement made yesterday by the police spokesperson that tasers are ONLY used as a "last resort" in "life threatening" situations. That's what the police SAY. What they do is a completely different matter, and your weasel words aren't doing anything to improve the situation.

The problem with o'callaghan's cop out (pun intended) is that he received prima facie evidence of serious misconduct and malicious misuse of force committed against Mr Spratt. Whether Mr Spratt wished to take action is irrelevant because o'callaghan has a sworn duty to protect Mr Spratt. As leader of the Police Force in Western Australia, he is solely accountable for his misconduct and utter failure to protect a Western Australian citizen. He should be charged and sacked.

Tasers do not 'replace' a gun and were never intended to but they're not a compliance weapon either.Officers at a lockup have a duty of care to a charged person.If a strip search the last resort (after attempting to communicate effectively-a forgotten art&no longer instructed under the corrupt commissioner, karl o'callaghan)is to handcuff&escort the detainee to a padded cell and strip him by force if necessary.no problem for a cop(or at most 2)with a spine not made of jelly.

what's scary is that if one man, John Quigley hadn't of taken this case (as exactly the same situation in the mallard case) commissioner karl o'callaghan and minister rob thomas would have covered the whole thing up (like mallard), the corrupt coppers would have been promoted and this video wouldn't have seen the light of day.
