madness is awesome, and this song is a timeless legend, but this particular performance is a real trashy playback of the CD version. :(

It was written by them, it was released in late 1982 on the album The Rise and Fall which was seen as a concept album and a departure from their earlier stuff.
Madness still wrote some great stuff after this but because they tended to write darker and less poppy songs their popularity started to decline
