New Mexico state Rep. Sheryl Williams Stapleton (D-Albuquerque) apologizes for angrily confronting a Republican state representative and saying she was "carrying the Mexican's water on the fourth floor," in reference to Republican Gov. Susana Martinez, whose office is on the fourth floor of the state capitol. Stapleton says she will not resign her post as Democratic Majority Whip in the House of Representatives.
