I think the Iraqi government took this one month vacation in order to grab a hold of some money put it in foreign banks and create a plan for when Baghdad falls to shit; they can slip out of the country and retire in nicely in Switzerland. Hell that's exactly what I would do in a lost cause like Iraq. Either that or stay and be killed by my own people.
