Vaccines can only protect against viruses. I believe several antibiotics, run-of-the-mill ones take care of it just fine. We have other fish to fry than bubonic plague.

if left untreated you die, most people would go to the doctor if weird black boils and fever struck

I'm guessing most humans are now immune to that bacteria. At least, that's what I'd like to think...then again the bacteria could always mutate.
