Well, kind of. I lived in few European countries and it is hard to compare. On West companies or council could pay a heavy fine if person go to a court complaining about any incident happens. In former USSR states if something happens it is your own fault. The rule is "You have to watch were you going". Good example is that even 5 years ago we did not have "Wet floor" signs anywhere. There are almost every winter at list one person boiled to death alive after falling into a crack on the road..
