The garden eel, Heteroconger cobra, is a conger of the family Congridae, found in the western Central Pacific from Honiara, the Solomon Islands and Port Moresby, Papua New Guinea, as well as the Red Sea as far north as the Sinai peninsula.
They occur in colonies, on sloping sand bottoms. They are known to be very frightened of humans: when one is spotted, the eels will dart back into the holes they live in.

The sign at the tank says they spend their whole life in their caverns.
