The best long term solution is for International monitors to be placed on premises of all nuclear facilities world wide.
Those countries who refuse to allow monitoring would be presumed to be building weapons, and thus would be added to the immediate pre-emptive strike database.

One thing to keep in mind is that although the President will be replaced in January, the financial backers are pretty much the same, so their agenda is maintained. Bush and McCain are both under the influence of powerful money groups which do not want the U.S. to leave the middle east. The U.S. has been attacking one country after another using paper thin pretexts for the last hundred years. Every U.S. presidential term another country is invaded, regardless of who controls which house or who's president, sometimes with lots of media coverage, sometimes with almost nil. After a period of time, when the involved officials have died, documents are declassified and always show that the pretext was false, but by then it's obscure history. It's obvious that the U.S. is the problem.
