Actually Dolby gives out these trailers if you ask them, (for free!) and other advertising materials. You do have to be a movie theatre though.

I believe the logo was released in 1999 at the time that Dolby Digital surround EX (or 'Dolby sex' as it is known to projectionists) was launched with the release of the phantom menace. Although it is possible that it existed before that time...

Except that the vast majority of theatres use Dolby decoders, just that relatively few of them bother paying for the trailers to advertise the fact before a show...
