Nice try, but the E.A.S. likely wouldn't include impact times for speculative targets. It would probably give information as to how and where civilians should seek shelter (although I doubt the government would give any warning at all in order to avoid inciting panic) at a local level. The mass panic that would ensue from an announcement of a nuclear attack would probably just serve to cause more casualties and fatalities.
