if they r wild caught turtles (wild caught = BAD) then u dnt need a heater or a lamp but if they r captive bred turtles then u do need 1 and also u need a lamp wich can also be used as a heater...and if ur wondering y im saying u need a heater thats beacause some ponds go under ground wich is very cold compared to indoor temps

You don't know where they live. If they lived in a place with similar temps as a red-eared slider's natural range, then it would be pretty ridiculous to have a heater. And if you lived in a somewhat cooler place then you could still bring them inside when it wasn't summer.
But yes, they are turtles.

Tortoises are only dry land creatures, what you have are common red ear sliders from the looks of them. Very dirty creatures.
