SPOT ON. Driving is a privlige, and we do need to have (at the minimal) people who can clearly communicate behind the wheel. The number of deaths per year from motorists should be MORE than enough to justify this as a law,and if it's not, then let me ask you something: Would you be comfortable with a school bus driver whose driving YOUR kids to school NOT knowing how to read signs such as "danger ahead" or "proceed with caution"?? COMMON SENSE.
