The LEAST expensive and most effective solution to reduce healthcare cost, premium and increase access and choice is
1) Privatize into fully portable policies Medicaid, Medicare and Veterans with accumulating HSA option
2) Strip healthcare mandates. Allow market to chose what they want covered
3) Tort Reform (from $250,000 Texan cap to Supreme Court "up to ten times compensatory" w/ private arbitration)

4) Allow individuals phased out write off for health ins.
5) Eliminate all taxing on premiums (Fed & State)
6) Cut all subsidies so mkt sets true cost of svc

7) Eliminate restrictions on the number of qualified medical students
8) Increase oversite of negligent medical provider behavior w/ National license suspension.
9) Enforce e-verify, employment based immigration, border enforcement, eliminate eligibility for ALL public programs to illegal aliens, eliminate anchor babies and other incentives for illegal traffic

Competitive markets? The private sector?
Oh yeah, health insurance companies. Aren't those great? Wait, what's their objective? Profit, oh that's nice. And wait, they turn people down for, what is that? Oh yeah profit. I guess American lives are worth some profit, don't you? I mean who cares about Americans, there are like 300 million of them, psh. The American government doesn't need to provide health care to its citizens, that would be ridiculous, especially if Europeans do it.

$1 of $3 in Medicaid, Medicare and Veterans is fraud and waste where as the private sector is only 1%. Cost shifting, price fixing and anticompetitive regulations, mandates and subsidies are driving doctors out of business. This is what a govt system, our govt system has created.
