Mature just means aged be it physically or mentally, take cheese for example, cheese matures over time. Lining this to people i think it means how people react to situations based on previous events and better experience than other.
But there is many different ways of looking at it.

I use the phrase "grow up" quite a lot actually and it has a concrete definition to me: Take responsibility for your own actions and stop hiding behind drama/lies/excuses for you behavior. Immaturity can only be measured accurately on a person-by-person basis.

Immaturity, just like many similar adjectives, is very subjective and societal in nature. If a child, like you said, acts or behaves like an adult, then he/she can quickly be labeled "very mature for his age", I heard this one a lot growing up. Whereas a person in certain stages of their lives are expected to act in a certain manner, this is where it becomes societal. 20 year olds behaving like you'd expect a 12 y/o to act, or a 50 y/o acting like what you'd expect a 20 y/o to act. and so on.
