Smoking is legal and more socially acceptable, though where it is not, smoking has decreased dramatically, though the morally liberal ('toxic') are lagging behind they do seem to respond to stigma, greater expense and inconvenience fairly well (surprise). The mass murderer thing was mainly to highlight the psychological aspect, but that's obvious.
