That extra sound chip made the NES version go from absolutely failing [compared to the other versions - Arcade, MSX [with or without the SCC chip], etc] to actually sounding awesome.
I highly doubt it. The N106 is a custom sound chip made by Namco. If it were a Konami sound chip(or any kind of Konami custom mapper), it'd be named VRC*something*, or something along those lines.
I would REALLY love to see a ROM hack of Gradius on the NES with this N106 soundtrack, especially combined with this ROM hack:

It behaves exactly like the original Shield in the NES port: the entire ship is invulnerable to enemy fire. So no, it doesn't.
