These fish are being bred for food.
They are all gasping for air because the water is utterly starved of oxygen because there is so many of them.

Stop feeding them and they won't be overcrowded.
Most fish have hundreds of thousands of potential offspring each, in the wild the majority are killed before they reach adulthood, but in a pool like this without many predators the only limiting factor to their population is food supply and space.
If they are released into the wild they compete with native fish and ultimately can lead to the extinction of other species.
