It is a bug on the lens reflecting back the infared illumination. Probably a spiders as it appears their are some trailing gossamers.
It is not uncommon for bugs to be attracted to the thermal ifrared lights.

There is no moving light source, this has been thoroughly checked using the other cameras including external cameras - there is nothing there... the most probable down-to-earth answer is an "out of focus" spider climbing on a thread close to the infra red emitter & camera. The top movements could be the front legs if one thinks how a spider climbs.
