I made a stupid character, Int=3, but at the end of the game I accidentally got to 4 using a zeta-scan. Ended the game at 5 with the BoS Int chip :P

Look the enemy with the binocular icon. Make sure you have "Combat Looks" set to On in the preferences menu.

By punching things all the time. Practices makes perfect. Thus, perfect at punching. Also, he briefly was in a boxing gym, before beating down every boxer there.
Alternatively, he's artistic. In the autistic savant sense. Natural talent at punching stuff.
