i got my destruction to 152 and 100 on fortify destruction but i cant use spells that requires 100 destruction.......

I like this trick but an important thing to note is that most attributes or skills or whatever they're called wont let you acces the perks to having it at a certian mastery level (Novice. Apprentice, Journeymen, etc...) if you get it to that level by fortifying it. For example I cant paralyze and apponent with hand to hand (or whatever high level skill you get for that lol) if I were to just fortify that skill
