It can be downloaded from Piratebay with some English subs that aren't easy to read. But it's better than nothing.

The French Government needs to contribute to having all of his work on DVD. He is a National Hero of France.

I think it's not available... This fragment of "L'amour fou" appears in "Jacques Rivette. Le veilleur" directed by Claire Denis & Serge Daney for "Cinéma, de notre temps".
