actually, in chinese and japanese folklore, the phoenix represents fire (which is the true shape of kurei's flame). dragons represent the power of nature and wood.
and if you read the manga, you will find that kurei was the true flame master, recca was never meant to be one.

Man this anime is predictable, when it came down to it, it was blatantly obvious how his power was sealed from the get go and it was obvious that his flames form would be a dragon, sine the dragon represents the ultimate fire user that's why i love them.
