i guess thats why trolleys dont run on them tracts anymore only buses now

PCC's had sand stored over the front wheels (under the passenger seats) for exactly this situation (at least in Pittsburgh). If the car is in emergency stop, it dumps sand to provide traction. Streetcars rely mostly on dynamic braking (using the motors as generators) - the PCC also has a magnetic brake between the wheels to grab the track once the car is stopped to prevent it from rolling

The trolley was approaching Willow Grove Avenue when the light turned red. The brakes were applied early on but due to slippery rails, it was not stopping on a dime. A Mercedes pulled into the intersection to make a left onto Germantown, and the trolley stopped short of the Mercedes driver's door.
