Would say guy on the inside won. You can have a tie in Speedway the referee sits in line with start and finish and makes the decision.
Speedway tracks in Europe are usually quite a lot bigger and most of the racing is between two teams with two riders from each team in a race. There is a GP series which is individual meetings to find the World Champion. Great sport

This speedway is different than in Poland ... there's no grass in the middle of the track and in poland in poland are gang-blown in Poland are longer paths
